(2023)I denna avhandling utreds hur idéer om välfärdsstaten och om individens frihet och ansvar avspeglas i det socialpolitiska språket på termnivå i benämningarna på förmåner som infördes för personer med nedsatt arbetsförmåga vid socialförsäkringsreformer i Finland, Sverige och Norge åren 1985–2022. Då infördes några nya förmåner, och i vissa fall ändrades bestämmelserna om befintliga förmåner, som också gavs nya namn i lagstiftningen. Förmånerna som behandlas här är individuell förtidspension, rehabiliteringsstöd, rehabiliteringstillägg och arbetslivspension i Finland, sjukersättning, aktivitetsersättning och trygghetspension inom ramen för sjukersättningen i Sverige samt arbeidsavklaringspenger och uføretrygd i Norge. I början av den aktuella perioden byggdes välfärdsstaten fortfarande ut, men utbyggnaden efterträddes snart av en åtstramnings- och privatiseringspolitik och tanken på ett aktivt samhälle där alla bör delta i arbetslivet enligt förmåga och bidra till välfärden. Diskursen kring arbetsoförmåga förändrades. I stället för att fokusera på de hinder som en sjukdom eller skada medförde började man betona den återstående arbetsförmågan. Denna tanke förmedlades genom ett socialpolitiskt språkbruk som betonade aktivitet och arbete. De sista åren under perioden präglades av osäkerhet p.g.a. covid19-pandemin och krig i Europa. Man kan anse att denna utveckling avspeglas i benämningarna på socialförsäkringsförmåner som införts under den tiden. I avhandlingen besvaras följande frågor: Har det förts någon dokumenterad diskussion om benämningarna och vad lagstiftarna ville uttrycka med dem? Syns det i propositionstexterna? Har benämningarna i de tre länderna någonting gemensamt? Vilka motsvarigheter har de nya termerna fått på de andra språken i studien och uttrycker de samma saker?

(2021)Avhandlingen förklarar begreppet kulturpolitik, ser på olika kulturpolitiska modeller och armlängds avstånd gällande kulturpolitik i de nordiska länderna. Den övergripande frågeställningen i avhandling är: Vilka likheter och skillnader finns det mellan de nordiska länderna beträffande kulturpolitisk styrning?

(2021)One of the key characteristics of the Nordic sense of affinity and cohesion is the idea of a shared and common language community. The Nordic language community is based on the concept of inter-Nordic language comprehension, meaning that all members of the community ideally rely on the use of a Scandinavian language when in contact with one another, either as a first or a second (foreign) language. Another feature of this sense of community is the common Nordic efforts in language policy and planning, which, since the establishment of the Nordic institutions, have manifested themselves through various political endeavours, all with the aim to preserve and promote the use of Scandinavian as a lingua franca in Norden. Using a motivational, discursive, intertextual and interdiscursive approach to language policy and planning research, the purpose of this study is to uncover the motivation (goals, attitudes and motives) behind as well as the policy discourses (and their potential connections and discrepancies) used in the formulation of two central Nordic language policy agreements: the Nordic Language Convention, signed in 1981 and ratified in 1987, and the Declaration on a Nordic Language Policy, signed in 2006. In doing this, the study relies on the underlying assumption that language policy and planning is a socio-cultural construct of both explicit and implicit character. The analysis further explores how the uncovered motivational and discursive elements might mirror the linguistic complexities and diversities of the Nordic language community. The temporal range of this study is determined by the two selected language policy agreements, dividing the analysis into two historical eras of official Nordic language policy and planning which represent the socio-political, -cultural and -historical context of each respective language policy agreement: the early era of 1971–1987 and the late era of 1988–2006. The analysis suggests that there was no marked motivational or discursive ideological shift between the two language policy agreements. The narrower national language discourse of the Convention, motivated by early era socio-political issues of linguistic integration and freedom of movement, was somewhat expanded upon by the broader multilingual and democratic discourse of the Declaration, in turn motivated by the late era need to define the Nordic language community in and for the 21st century global community. Yet, the power, ideological and normative pendulum of both agreements still shifted towards the Scandinavian languages and the idealistic vision of effortless inter-Scandinavian communication in the region – forming the very basis of the symbolic integration of Norden through the concept of Nordic ideology.

(2018)Under de senaste 30 åren har välfärdssamhället i Norden präglats av ett kontinuerligt förnyelsearbete i form av strukturreformer, kommunsammanslagningar och försök med frikommuner. Bakgrunden till reformerna och omorganiseringen grundar sig på den ohållbara befolkningsutvecklingen och en kommunalekonomi med minskande skatteinkomster tillsammans med ökande servicebehov. Detta har ändrat på förhållandet mellan staten och kommunerna. Syftet med denna uppsats är att analysera på vilket sätt de nordiska kommunförvaltningarna skiljer sig från varandra efter flera reformvågor på 1990- och 2000-talet. Studien genomförs med hjälp av en analysering av tidigare kommunforskning från etablerade nordiska statsvetare, samt genom en komparativ most similar systems metod. Denna metod används till att jämföra strukturella skillnader mellan ländernas kommunsystem och till att förklara utvecklingstrender utifrån New Public Management-relaterad organisationsfilosofi. För att avgränsa uppsatsens längd jämförs endast Finland och Danmark med det nordiska idealkommunsystemet enligt Anders Lidströms (2003) definition av det nordeuropeiska systemet. Resultatet visar att kommunsystemen är nästan identiska, med endast enstaka grundläggande skillnader. Danmark skiljer sig med borgmästarmodellen och Finland med den irreguljära regionala nivån från de övriga nordiska kommunsystemen. Däremot finns det flera detaljskillnader mellan länderna. I den kommunala utvecklingstrenden efter 1990-talet ser vi att förnyelser har skett genom strävan efter större kommuner och genom partnerskap mellan privata och offentliga aktörer. Sammantaget kommer den kommunala självstyrelsen att både öka och minska samtidigt som kommuninvånarnas roll förvandlas till konsumenter av offentliga tjänster. Utvecklingstrenden tyder på att skillnaderna i kommunförvaltningen blir större mellan storstäderna och periferin.

(2018)Tutkielman tavoitteena on selvittää miten Pohjoismaiden matkailun markkinoinnista vastaavat viralliset organisaatiot kuvailevat joulua internetsivustoillaan. Keskityn tutkimuksessani siihen, mitä sisältöä jouluaiheisissa teksteissä painotetaan ja mitä kielellisiä keinoja kyseisen sisällön ilmaisussa on käytetty. Lisäksi tutkin onko pohjoismaalaisille matkailijoille ja kansainvälisille matkailijoille suunnatuissa teksteissä eroja. Aineistoni koostuu internetsivustojen jouluaiheisista teksteistä. Pohjoismaalaisille matkailijoille suunnatut tekstit on kirjoitettu joko ruotsiksi, norjaksi tai tanskaksi ja niitä on yhteensä 13. Kansainvälisille matkailijoille suunnattuja englanninkielisiä tekstejä on kuusi. Tutkimuksen metodina olen käyttänyt kvalitatiivisen sisällönanalyysin ja tyylianalyysin yhdistelmää. Lisäksi tekstien genre on määritelty lyhyellä genreanalyysillä. Tutkimuksessa tehty analyysi on aineistolähtöinen. Aineiston aihetta ja erityispiirteitä valotetaan tutkielman teoriaosuudessa, jossa käsitellään Pohjoismaiden jouluturismia, internetmarkkinointia ja kolmea turismiin keskeisesti liittyvää teemaa: elämyksiä, autenttisuutta ja ainutkertaisuutta. Lisäksi esittelen aiempaa turismiin liittyvistä ja internetissä julkaistuista markkinointiteksteistä tehtyä tutkimusta. Tutkimuksen tulosten perusteella teksteissä painotetaan erityistä tunnelmaa sekä autenttisia ja ainutkertaisia jouluperinteitä. Niiden ilmaisussa käytetään visualisointia, assosiaatioita, kontrasteja, erilaisia tyylikeinoja sekä adjektiiveja. Osalla adjektiiveista on positiivinen merkitys ja osalla taas korostetaan ainutlaatuisuutta, aitoutta tai kuvattavan asian merkitystä. Eri kielillä kirjoitettujen tekstien välillä ei ole suuria sisällöllisiä eikä tyylillisiä eroja. Pohjoismaista joulua markkinoidaan siis käytännössä samalla tavalla sekä pohjoismaisille että kansainvälisille matkailijoille. Vastaavia markkinointitekstejä on tutkittu jonkin verran, mutta hyvin vähän kielitieteen näkökulmasta. Tulevaisuudessa aihetta voitaisiin tutkia monitieteellisesti, koska se yhdistäisi eri alojen aiheeseen liittyvän osaamisen.

Tulevaisuudessa aihetta voitaisiin tutkia monitieteellisesti, koska se yhdistäisi eri alojen aiheeseen liittyvän osaamisen.

(2021)Mål. Mobbning i skolan är ett evighetsproblem. Under hösten 2020 har det i medierna rapporterats om mobbningsfall i Finland som har slutat i allvarliga våldshandlingar. Då eleverna befinner sig en betydande del av sin vardag i skolan är det viktigt att de trivs i skolan och vill gå dit. Därtill har skolan en lagstadgad skyldighet att genast ingripa ifall mobbning, våld, rasism eller annan diskriminering förekommer. Syfte med min studie var att utreda hur mobbning tar sig i uttryck i de nordiska grundskolorna. Därtill ville jag utreda ifall det skett någon slags utveckling eller förändring i mobbning under de senaste åren. Forskningsfrågorna var följande: 1) Hur tar mobbning sig i uttryck hos elever i grundskolan? 2) På vilket sätt har mobbning förändrats under åren 2010–2021 i grundskolor i Norden? Metoder. Jag har utfört min studie som en kvalitativ litteraturöversikt. Det utvalda artiklarna inkluderades enligt förbestämda urvalskriterier. Det slutliga forskningsmaterialet bestod av sju vetenskapliga artiklar som jag analyserade genom tematisk innehållsanalys. Resultat och slutsatser. Resultaten visar att mobbningsförekomsten är relativt låg i de nordiska länderna förutom på Grönland. Mobbning domineras fortfarande av traditionell mobbning och det ökar från lågstadieåldern till högstadieålder ochminskar därefter med stigande ålder. På grund av teknologiutvecklingen har nätmobbning uppstått som en nyare mobbningsform. Resultaten från min studie påvisar att det förekommer vissa skillnader igrundskolor i Norden gällande mobbningssätt och mobbningsfrekvensen. Resultaten från min studie visar ytterligare att faktorer såsom kön och invandrarbakgrund är kopplade ihop med utsättning för mobbning. Mobbning är ett fenomen som påverkar negativt den utsatta personens allmänna välmående även ännu i vuxenåldern. Det är således viktigt att forska vidare kring faktorerna som bidrar till mobbning för att kunna minimera detta oönskade beteende i skolorna.

(2019)The Nordic countries are united by shared values and similar social systems. Traditionally, the cultures in the Nordic countries have been mostly homogeneous, but due to globalization and increased immigration, the Nordic countries have become increasingly culturally diverse. Does this affect how people perceive and identify with the Nordic countries? The purpose of the thesis is to describe Finnish adolescents' perceptions of the Nordic countries and how they identify with the Nordics. Furthermore, I would like to explore how a different ethnic background from Finnish influences Nordic identification. Background and contextual research consisted of theories on identity and identification and previous studies of Nordic, social and cultural identities. The thesis is a part of the research project NordId, which is part of a research network, whose aim is to explore the challenges facing the Nordic education systems. The thesis was conducted as a qualitative research project with a phenomenographic approach. The data collection was done in April 2019, and the sample consisted of 25 adolescents from an upper secondary school in Finland with broad ethnic diversity. The data, consisting of photographs and interviews, was collected through participatory photography and semi-structured group interviews. It was analysed thematically. From the results three themes emerged regarding what the adolescents considered to be Nordic: nature, welfare state, and culture and traditions. Adolescents identified with the Nordics through belonging, similarities and common traditions, and values within the three themes. Family, nationality, geography, ethnicity and language were relationships and categories that they identified through. The results showed that the adolescents with a different ethnic background from Finnish identified with the Nordic countries the same way as the Finnish do. A slight difference in what the adolescents perceived as Nordic was revealed. The most notable difference was that the adolescents with a different ethnic background emphasized the welfare society, freedom of speech and freedom of religion more explicitly and to a greater extent in the photographs and interviews. The results can promote future Nordic cooperation, by showing what the Nordic region means to young people. In addition, the results can inform the educational system of whether Nordic countries, cultures, and history are adequately taught in the curricula, based on what Finnish adolescents know about the Nordic countries.

(2017)I denna pro gradu avhandling granskas flyktingkrisen år 2015 och dess inverkan på den nordiska flyktingpolitiken från en konceptuell synvinkel. Mera specifikt ligger avhandlingens tyngdpunkt på en granskning av debatterna och argumenten i de nordiska parlamenten under en tidsperiod mellan 2014 och 2015. Syftet med denna tyngdpunkt är värderingen av argumentationen och dess förändringar så att man kan dra slutsatser om ifall ett konceptuellt skifte har ägt rum i det hegemoniska tankesättet på grund av flyktingkrisen. Som teoretiskt tillvägagångssätt har denna avhandling använt Quentin Skinners iakttagelser om hur konceptuella förändringar kan ses via en granskning av argumentationen och dess kontext då man talar om ett visst ämne. I praktiken betyder detta att avhandlingens fokus har legat på identifieringen av de olika tankesätten inom flyktingpolitiken samt argumenten och de retoriska medel som utnyttjats via de olika tankesätten. Då denna teoretiska referens tillämpades på flyktingpolitikdiskursen i de nordiska parlamenten kan man dra följande slutsatser om den hegemoniska diskursen före flyktingkrisen år 2015. Alla nordiska länder följer en restriktiv multikulturalistisk flyktingpolitik där den humana restriktiva tolkningen var den allmännaste (Norge och Finland), medan Danmark representerade en strängare tolkning av restriktiviteten och Sverige en mera human linje än de andra länderna. Flyktingkrisen påverkade denna hegemoniska konstellation så att en intern förändring mot den strängare varianten av restriktivitet ägde rum i det hegemoniska tankesättet. Det här är på grund av att Danmarks restriktiva tolkning fick sällskap av Finland och Norge då man talar om den mest allmänna tolkningen i parlamenten. Sveriges tolkning ändrades också till den humana restriktiva varianten på grund av flyktingkrisen. Således kan man konstatera att ingen konceptuell förändring har ägt rum då man talar om själva hegemoniska tankesättet även om det har gått igenom en mindre förändring. Mera anmärkningsvärt är dock att alternativa tankesättets (nationalistisk restriktiv) legitimitet har ökat på grund av att partier som representerar det hegemoniska tankesättet har börjat utnyttja vissa argument och nyckelord från den alternativa diskursen. Också förändringen i den svenska flyktingpolitiken till en human restriktiv flyktingpolitik har ökat det alternativa tankesättets legitimitet då det finns färre alternativ till den redan stränga tolkningen av det hegemoniska konceptet. Andra anmärkningsvärda slutsatser är att Norge och Finland är relativt nära en konceptuell förändring då man granskar debatten i parlamenten samt att de socialdemokratiska partierna har en vågmästarroll i framtiden då det talas om en möjlig konceptuell förändring. Slutligen öppnar avhandlingen en dörr för vidare forskning inom ämnesområdet via exempelvis ett utvidgande av materialet till att innefatta också politiska uttal i andra instanser såsom medier i stället för enbart parlamentens plena.

Alla nordiska länder följer en restriktiv multikulturalistisk flyktingpolitik där den humana restriktiva tolkningen var den allmännaste (Norge och Finland), medan Danmark representerade en strängare tolkning av restriktiviteten och Sverige en mera human linje än de andra länderna. Flyktingkrisen påverkade denna hegemoniska konstellation så att en intern förändring mot den strängare varianten av restriktivitet ägde rum i det hegemoniska tankesättet. Det här är på grund av att Danmarks restriktiva tolkning fick sällskap av Finland och Norge då man talar om den mest allmänna tolkningen i parlamenten. Sveriges tolkning ändrades också till den humana restriktiva varianten på grund av flyktingkrisen. Således kan man konstatera att ingen konceptuell förändring har ägt rum då man talar om själva hegemoniska tankesättet även om det har gått igenom en mindre förändring. Mera anmärkningsvärt är dock att alternativa tankesättets (nationalistisk restriktiv) legitimitet har ökat på grund av att partier som representerar det hegemoniska tankesättet har börjat utnyttja vissa argument och nyckelord från den alternativa diskursen. Också förändringen i den svenska flyktingpolitiken till en human restriktiv flyktingpolitik har ökat det alternativa tankesättets legitimitet då det finns färre alternativ till den redan stränga tolkningen av det hegemoniska konceptet. Andra anmärkningsvärda slutsatser är att Norge och Finland är relativt nära en konceptuell förändring då man granskar debatten i parlamenten samt att de socialdemokratiska partierna har en vågmästarroll i framtiden då det talas om en möjlig konceptuell förändring. Slutligen öppnar avhandlingen en dörr för vidare forskning inom ämnesområdet via exempelvis ett utvidgande av materialet till att innefatta också politiska uttal i andra instanser såsom medier i stället för enbart parlamentens plena.

Since the formation of the political party system in Norden, three party types have been the ballast of the Nordic party landscape. These are in each country a social democratic party, a conservative party, and a centre-agrarian party. Those parties were identified by Jan Sundberg as the Nordic “pole parties”. In the last few years these parties’ support has been waning and these parties do not have as much combined electoral support as they once did. In this thesis three different variables will be analysed to determine if they have affected the support towards these pole parties. The variables in question are party identification, trust towards politicians, and voter turnout. National election studies and formal turnout figures will be used to determine whether these variables affect the support of towards Nordic pole parties. The methods used are quantitative binary logistic regression analysis and coefficient correlation analysis. The key findings in this thesis are that all three variables play a certain role in the waning support of pole parties in Norden, however, all in a different way.

(2018)The Candidate Thesis consists of an analysis of four Nordic rightwing-populist parties election manifestos that date between the years 2009-2012. The political parties in question are as follows: Perussuomalaiset (Finland), Sverigedemokraterna (Sweden), Dansk Folkeparti (Denmark) and Fremskrittspartiet (Norway).The chosen method is a qualitative analysis that focuses on three areas. The three areas are the parties view on immigration, the European Union and culture. The four parties have many views that are very similar on the three focus areas with minor differences. Generally Fremskrittspartiet in Norway differs from the others in its party profile.

(2021)Avhandlingen fokuserar på att besvara två forskningsfrågor, nämligen huruvida kvinnans självbestämmanderätt tagits i betraktande i den finska och de övriga nordiska ländernas abortlagar, och hur stora rättigheter fostret har tilldelats. För att besvara frågorna och för att jämföra de olika nordiska abortlagarna med varandra har jag utgått från nordisk litteratur om ämnet och också själva lagarna samt lagföreberedningsmaterial. Olika internationella konventioner har legat till grund för diskussionen kring grunderna för kvinnans självbestämmanderätt och fostrets rättigheter och för Finlands del har också bestämmelserna i den finska grundlagen betraktats. I avhandlingen diskuteras bl.a. rätten till privatliv och rätten till att vara fri från diskriminering och hur dessa rättigheter tangerar med rätten att göra abort. Vad gäller fostrets rättigheter förs det en diskussion om fostrets rätt till liv i enlighet med exempelvis artikel 2 i Europakonventionen och olika rättsfall där Europadomstolen resonerat kring artikeln ifråga redogörs för i avhandlingen. I avhandlingen förs det en diskussion om olika situationer där kvinnans självbestämmanderätt och fostrets rättigheter kan komma att stå i strid med varandra och då man kan komma att bli tvungen att göra en avvägning mellan dessa rättigheter och olika synpunkter på vilka rättigheter som borde vägra tyngre presenteras. De nordiska abortlagarna har många gemensamma drag men som en av de större skillnaderna framstår det faktum att i de andra nordiska länderna utförs aborter på kvinnans begäran, medan kvinnor i Finland måste motivera sitt val att göra abort varefter två läkare ska ge sitt utlåtande om saken, vilket kan tolkas som att kvinnans självbestämmanderätt inte uppfylls i Finland. Möjligheterna för en uppdaterad finsk abortlag diskuteras och medborgarinitiativet EgenVilja2020 tas upp i ett eget kapitel.

(2019)This study is meant to tell the story of the Scandinavian Communist Federation and its threat to Moscow’s status within the Communist International. An organization of Nordic Communist Parties within the Communist International. The circumstances of its creation in 1924 coincide with the shift of politics within the Communist Party of the Soviet Union and the death of Lenin. The Scandinavian Communist Federation was not organized centrally by the Executive Committee of the Communist International (ECCI) but by the member parties themselves. Forcing the ECCI to change its statutes and creating together with the Balkan Communist Federation a precedent. The initial assessment by the ECCI is that these two federations serve two different purposes. While it was clear that the Balkan Communist Federation longed to create a Yugoslavian/Pan-Baltic superstate, such is not clear for the Scandinavian Communist Federation. The only intent which is clear is the wish to organize as a “Scandinavian Battlegroup” and coordinate one struggle together. The Scandinavian Communist Federation was met with skepticism by the national Communist Parties and was therefore not fully fledged supported by its members. Only the Norwegians seemed seriously committed. Also, on the side of the ECCI, there have been some considerations about an ever-increasing fragmentation of the Communist International, due to contradiction with national ambition by the Communist Party of the Soviet Union and its tighter grip on the ECCI. This paper examines the ideological Realpolitik of the Soviet state and its effect on the Scandinavian Communist Federation, but also the ideological feasibility of a Scandinavian nation-state.

(2023)This thesis explores the Nordic regional place brand and the place branding communication by the Nordic Council of Ministers (NCM). The aim of the research is to gain an understanding on how Nordic identity is constructed through the external branding communication of the NCM. The aim is also to identify which depictions of the Nordics are created through the branding and how the framework of Nordic exceptionalism is expressed. The research questions are Q1. How is Nordic regional identity constructed in the place branding communication by the Nordic Council of Ministers? Q2. What depictions of the Nordic region and Nordic regional identity does the place branding communication of the Nordic Council of Ministers create? Q3. How is the framework of Nordic exceptionalism conveyed through the branding communication of the Nordic Council of Ministers? The study is qualitative, and the research method used is Critical Discourse Analysis (CDA). The analysis is grounded in Norman Fairclough’s discourse theories as well as Wodak et al.’s theory on the discursive construction of national identity. The NCM’s branding website The Nordics (thenordics.com) is used as the research material for the analysis and the data sample consists of twenty articles from the so-called Traces-page on the website. The data sample was analysed in three steps following Fairclough’s analysis model. Wordings, we-against-them-constructions, and rhetorical tropes were analyzed in the first step. Intertextual relations and presuppositions were explored in the second stage. In the third stage the results from the first two stages were tied to the social context to explore underlying ideologies and hegemonic depictions of the Nordics as well as identify the discursive strategies used in the branding. The analysis results show that the NCM mainly used constructive and transformative macro-strategies to construct Nordic identity in their branding communication. The strategies are employed through comparisons between the Nordics and the rest of the world with word choices, we-against-them constructions, rhetorical tropes, and presuppositions. The results show a depiction of the Nordics as a united region with common features such as moral values. The Nordics is also described as an idyllic place and as an example and an inspiration for other parts of the world. The results of the analysis are in the result discussion tied to earlier research on Nordic place branding and the framework of Nordic exceptionalism. The conclusion was that the NCM through their strategic branding communication of the Nordics as a brand contribute to a simplified depiction of the Nordics as exceptional and superior in relation to other parts of the world. Alternative and more nuanced narratives about the Nordics and Nordic identity is therefore called for in the concluding discussion.
