(2016)The purpose of this study is to understand how to utilize forests as a climate change mitigation method. This thesis introduces practical forest management methods that increase the carbon sink of forests in Finland. The perspective of this thesis is market-based and voluntary-based. The research method of this thesis was to simulate two forest estates from different regions of Finland. The forest estate data consisted of two forests, one of which is located in Eastern Finland and the other in Western Finland. Both forests are pine dominated, although the one in Western Finland contains quite a lot of spruce as well. The forest in Eastern Finland is sub-xeric and the one in Western Finland is mesic. The changes in increment, harvesting, growing stock, carbon sink and the cost of carbon sink were analyzed comparing different scenarios. The best practice guidelines by Tapio were used as a baseline and two carbon cases were created for both forest estates. The changes in forest management included altering the rotation and the amount, timing and volume of thinnings. For example fertilization and planting density were not included in creating the two carbon scenarios. The result is that it is possible to increase the carbon sink in forests. The yield from total harvesting over the analysis period of 80 years increased compared to the baseline, however the changes in assortment distribution were considerable. The rotations were shorter, which decreased the harvesting yield of logs and increased the harvesting yield of pulpwood. It takes decades for the benefits of forest carbon management to start to show, which is a long time period to commit to. The results depend on the state of the forest, i.e. the development and age class distribution. As this thesis compares different cases, no generalized practice guidelines can be derived based on the results of this study. How the results change in different forests should be examined. The cost of the forest carbon management depends on the payment method, but in these forest estates it was possible to keep the cost reasonable: under 50 euros. The main conclusion of this thesis is that CO2 sequestration can be increased cost-efficiently in Finland. The benefits begin to show after decades, which is a long time to commit to. Some market mechanisms to increase CO2 sequestration in forests have emerged at a global level, but so far in the Nordics only some private companies have taken voluntary action to mitigate climate change.

(2020)In this paper, I examine the discussions around the concept of carbon sinks. From those discussion of Finnish forestry, I identify frames based on a media material of 108 news articles combining the methodologies of frame analysis and content analysis. I aim to contextualize the carbon sink discussions of the latter half of 2010s and examine how the natural science-based term is used to support varying policy agendas. Building from background literature on the media as a societal actor and a context around Finnish forest discussions and mismatches between science and forest policy, I reflect on the ways that Finnish media frames and contextualizes carbon sink-related forest discussions. Eventually, I identify three dominant and eight secondary frames that describe the ways of using and the transforming of carbon sink as a term in detail. The dominant frames divide the discussion into two clashing ways to communicate carbon sink issues and a third middle ground way of understanding and using the term. The middle ground frame identifies the conflict between the clashing frames and suggests reaching to an understanding as a priority goal in terms of optimal climate change policy. I discuss the results in terms of the frames' policy implications. In addition, I ask how they signal potential developments in forest and climate policy and discourse. The analysis shows that the clearest disagreements in the carbon sink conflicts raise from how forestry restricting policies are seen to affect carbon sink levels and how prominent a role should forest industry have in meeting national and international climate policy targets. The study confirms that carbon sink as a term transforms into altering forms to support distinct, even controversial policy goals because of both definitional and calculative uncertainties.

Several actors have started to work to untangle the emissions of their operations and abate them. The Turku and Kaarina parish union, which operates in Southwest Finland, has also set a personal goal to reduce its emissions, aiming to be a carbon-neutral organization by 2029. The purpose of this thesis is to find out the carbon footprint and the forests’ carbon sinks of Turku and Kaarina parish union and make the carbon neutrality roadmap with some examples of how to achieve the parish union’s carbon neutrality goal of 2029. In addition, the thesis examines through the selected case study the organization’s methodology of the carbon footprint and the realization of the carbon neutrality goals. Both the parish union’s carbon footprint and the forests’ carbon sinks are calculated for the year 2022. The materials of carbon footprint consist of the activity data of the parish union and the emission factors. The calculation of the carbon footprint is carried out based on the international standards, Greenhouse Gas Protocol, and ISO 14046. The forests’ carbon sinks are calculated based on the parish union’s information on its forestry management of 2022 and the research of Natural Resources Institute Finland about the carbon sinks and stocks of local parishes of the Evangelical Lutheran Church of Finland of 2021. The estimate of gross emissions of Turku and Kaarina parish union for 2022 is approximately 4985 tCO2e. The biggest emission groups are procurements, real estate, and travel. The size of the forests’ carbon sinks is approximately 1176 tCO2e, offsetting about 24–29 % of the gross emissions depending on the parish union’s carbon neutrality targets. Based on the union’s carbon neutrality goal, the net emissions should still be reduced by about 2261 tCO2e and offset by about 551 tCO2e. The realization of Turku and Kaarina parish union’s carbon neutrality goal would require significant emission reductions, especially from the biggest emission groups. Because the union has already executed a major portion of the easiest emission reductions of the union’s operations, the realization of new and large emission reductions is challenging to implement only in six or seven years. In addition, the realization of the carbon neutrality goal is hampered for instance the different limitations and uncertainties related to the carbon footprint calculation, stability of forests’ carbon sinks, and the practical implementation of the roadmap. However, the carbon neutrality goal of the Turku and Kaarina parish union will be progressing particularly with the successfully implemented sustainability transformation and transition and the Church’s environment diploma, supporting the Church’s environmental education, and promoting wide-scale societal transformation towards the climate-neutral life.

(2020)Ilmastonmuutos on aikamme suuri haaste, joka uhkaa sekä ihmisen että muun luonnon elinmahdollisuuksia ja sen ratkaiseminen edellyttää keinoja kaikilla sektoreilla. Maankäyttösektorilla ja maankäytössä tapahtuvilla muutoksilla on globaalisti suuri rooli ilmastotavoitteiden saavuttamisessa, sillä ekosysteemit sitovat ja varastoivat hiilidioksidia ilmakehästä. Samalla maankäyttösektori on keskeinen myös luonnon monimuotoisuuden ja muiden ekosysteemipalveluiden kannalta. Myös kaupunkien viherrakenne toimii hiilinieluna ja -varastona ja tukee kaupunkien omia ilmastotavoitteita. Tässä työssä tavoitteena on selvittää 1) Miten hiilinielut ja -varastot tunnistetaan ja ymmärretään kaupungissa ja mitä haasteita aiheeseen liittyy, 2) miten hiilinieluja voidaan edistää maankäytön suunnittelussa ja mitä ohjauskeinoja hiilinielujen huomioimisen edistämiseksi tunnistetaan, sekä 3) miten luonnon monimuotoisuus hahmotetaan suhteessa hiilensidontaan ja muihin ekosysteemipalveluihin. Tutkimuksen aineistona käytettiin puolistrukturoituja teemahaastatteluja, jotka toteutettiin kaupunkien asiantuntijoille. Aineisto analysoitiin laadullisen sisällönanalyysin keinoin. Tutkimus oli luonteeltaan teoriaohjaava ja teoreettisina viitekehyksinä käytettiin ohjauskeinojen teoriaa sekä ekosysteemipalveluiden putousmallia. Tutkimuksen tulosten mukaan hiilinielut ja -varastot tunnistetaan kaupungeissa yleisesti ottaen hyvin ja myös käytännön keinot niiden huomioimiseksi hahmotetaan. Aihe linkittyy hiilineutraalisuustavoitteisiin, joiden kautta aihe on noussut enemmän esille. Hiilinieluihin liittyy kuitenkin tietopuutteita erityisesti kaupunkirakenteen osalta. Tietopohjan lisääminen auttaisi täsmentämään hiilinielujen roolia osana ilmastonmuutoksen hillintää sekä jalkauttamaan aihetta maankäytön suunnitteluun. Haasteena nähtiin myös kaupungin kasvutavoitteiden yhteensovittaminen ekosysteemipalveluita tuottavan viherrakenteen kanssa. Hiilinielujen ja -varastojen edistämisessä keskeisiksi ohjauskeinoiksi katsottiin hallinnollis-lainsäädännöllinen ohjaus, jonka osalta kaavoituksella ja muilla velvoittavilla menettelyillä on suuri vaikutus, sekä informaatio-ohjaus, jonka osalta korostuivat tiedon lisääminen ja välittäminen, yhteistyö sekä kaupunkien strategiset ohjelmat. Myös taloudelliset ohjauskeinot ja toisaalta henkilö- ja ammattikohtaiset intressit ja arvot tunnistettiin vaikuttaviksi tekijöiksi. Hiilinielut ja -varastot nähtiin kaupungin viherrakenteen yhtenä arvona muiden ekosysteemipalveluiden joukossa. Monimuotoisuuden, hiilen ja ekosysteemipalveluiden yhteyksiä tunnistettiin, ja monimuotoisuuden ja hiilinielujen ja -varastojen samanaikaiselle edistämiselle katsottiin olevan mahdollisuuksia. Monimuotoisuus tuo keskusteluun uuden, laajemman ja kompleksisemman tulokulman, jossa korostuvat ekologisten prosessien ja rakenteiden moninaiset vuorovaikutussuhteet ja joka haastaa nykyistä maankäytön suunnittelujärjestelmää.

(2022)The legislation of the Paris Agreement obliges Finland to pursue actions that keep the global average temperature rise below 2°C and aim to limit the average temperature rise to 1.5°C. The current Finnish government has aligned the national goal of carbon neutrality by 2035. The role of municipalities in promoting or compensating carbon sinks has not yet been defined, although municipalities play an important role as a platform for climate work at local and regional levels. However, it is already known that the Finnish National Climate Act, which is being reformed at this moment, will be subject to an obligation to produce their own climate programs at municipal, regional or provincial level. Environmental competence and environmental development have been important in Lahti for several decades already. The City of Lahti has set its target for carbon neutrality for 2025 and it includes targets for reducing, compensating, and increasing carbon sinks. This work focused on the examination of carbon sequestration and sinks in an urban environment in Lahti, in the example area of approximately 82 hectares, through which a wider understanding of the city's potential to grow coal stocks and sinks in a tight urban structure within different land use classes and different ground cover between them. Based on the Finnish Environment Agency's CORINE land cover classification, the current potential of carbon sequestration for urban land use classes were calculated in this work and the actions to increase carbon sequestration capacity were identified. The work examined the availability of the finished spatial data and to supplement incomplete information, existing literature on the topic was used, as well as other existing spatial records of the city of Lahti and previously made surveys. The largest carbon sink was observed in forest areas, of which in mixed forests representing the largest forest type in the area. Through the calculations and literature carbon sinks and stocks in residential areas were also found to be significant in terms of vegetation, as well as in terms of soil based on the literature review. In planting street and park trees for the purpose of increasing the carbon sink, the most important thing was found to be the long lifetime of trees and securing it. Growing of carbon sinks is most effective in areas where carbon sequestration is already at a high level but increasing vegetation cover in all urban land covers will increase the carbon sink in the long run. One major conclusion of the work was that Lahti's current method of determining carbon sinks and stocks has been inadequate at least for the determining them in built areas, and future measures to maintain, preserve and increase carbon stocks and sinks would not be seen by the same calculation method in the computing. In general, the research data and methods are still largely based on observations and results from the operational processes of natural ecosystems, and these are utilized in urban planning, construction, and maintenance of urban green areas. An incomplete knowledge of the ecological processes in urban areas is a problem that produced challenges in this work as well. More research data is needed on carbon sinks in urban land use classes to gain a more secure understanding of carbon sinks and stocks, although the common importance of vegetation in urban areas is already clear. Although the work focused on carbon in an urban environment, it is necessary to remember the diversity of the urban environment and the other ecosystem services it produces. Land use planning, as well as the management of green spaces in the urban environment, can enhance both the size of carbon storages and sinks and biodiversity and they do not have to be entirely separate from each other.

This study examines how forest policy, agricultural policy and environmental policy can control the mechanisms that cause climate change. The material of the study consists of interviews of 12-13 Finnish experts, each representing one of the previously mentioned sectors. Each of the experts have been asked 13-14 questions about the importance of climate change mitigation, as well as the mechanisms by which agriculture and forests affect the climate and how climate change should be considered in environmental policy. The data was collected between October 8th and November 8th of 2019. This was in five weeks after the IPCC 1,5-degree climate report was published. A series of topics was constructed from the answers, and they are meant to be used as topics to be discussed in the Finnish 2019 parliamentary election. All the answers transcribed and part of the study. In addition, on how important scientific academics see the control of climate change, they were also asked how critical climate change is. The experts’ answers to the importance of controlling climate change were almost unanimous and considered to be highly important. Carbon sink and storage were considered the most effective methods to control climate change. According to the results, the study proposes topics that should be discussed in politics and when a person wants to advance the control of climate change in forest, agriculture and environment politics. Political decisions are often based on value judgement, which again are based on the information of different methods efficacy. The results that are discussed in this study are not the only options, but they give guidelines and reasons for discussions related to effective choices. Forest policies should recognize the effects of forest industry to the development of carbon sink and storage. Forest industries prerequisite for operation and decision making in addition to considering employment and export industry, must also consider the effect for Finland’s net carbon emissions. Activities which lengthen the forest rotation time would have multiple positive benefits and increase forest carbon storage. Agricultural politics should broaden the discussion to reach food politics. Consumption habits have big effect on agricultural production structure and it can be directed by many ways. The structure of agricultural production should also be considered from the emission point of view, because the land use is substantially large and changes in production can affect Finland’s emission in a scale, that would have large effect on our nations net carbon emissions. To strengthen carbon sinks, landowners should have compensation mechanism methods, that increase carbon sinks, and which are combined to the size of the carbon storage. In environmental policy climate change must be paid more attention and governmental boundaries must not intervene significant decision making. The strengthening of the role of Ministry of the Environment and adding co-operation between different ministries supports the decision making regarding environmentally positive issues.

(2013)This thesis studies market demand and supply in the voluntary forest carbon markets. The first section focuses on demand and provides an overview about the market mechanisms, buyer’s reasons to buy credits, and current demand in the markets. Supply will be studied with supply-chain approach. Supply-chain is a system moving a product or service from supplier to customer. The supply-chain section is divided into three parts. The first part finds out whether or not forests have the ability to sequester carbon and what kind of forest projects there has been. It also introduces the processes in which forest carbon credits are issued. The second part focuses on certification and verification schemes. Third part presents market places and the actors involved in carbon credit trading. Carbon markets will be evaluated on foreign and domestic basis. The aim of this thesis is to find out how well the voluntary carbon markets meet the conditions of perfect competition. The theory is based on the theory of competitive market structure and the price mechanism, where demand equals supply at the equilibrium price and quantity. The equilibrium should be found automatically within a perfectly competitive market when buyers and sellers interact. The empirical part of the study examines carbon credit issuance, project processes, certification and markets. The research questions are: 1. Do markets have infinite buyers and sellers? 2. Are products homogenous? 3. Do consumers and producers have perfect knowledge of price, utility, quality and production methods? 4. Is it easy to enter or exit the markets? The thesis is based on literature. Standards, marketplaces, and projects that were selected to the study were chosen according to the popularity based on market volume or forest-related characters. The research approach is qualitative. The collected data was analysed using content analysis. Economics and market theory form the theoretical basis of the analysis. Classification of the data is based on the theoretical framework. According to the theories a loose framework was formed to allow data reduction. Framework divides demand and supply-chain into separate parts. Research question number one is examined using a demand section. Research questions numbers 2-4 are examined using supply-chain sections. The study resulted in a conclusion that voluntary forest markets do not meet the conditions of perfect competition. Voluntary forest carbon markets are not perfectly competitive. Instead markets are uncompetitive where commodities are heterogeneous. There is only limited amount of forest projects and forestry based credits. Unit price is set to match the cost, in which case it is not determined by the market. Price-setting is possible because it is possible to differentiate projects. Imperfect competition in the market remains for mobility obstacles between markets have been set. Credit certified under certain standard, are not generally acceptable to another standard. The study results support the findings of studies conducted in the past.

(2021)Metsien rooli ilmastonmuutoksen hillinnässä on noussut yhä tärkeämmäksi osaksi ilmastopolitiikan toteuttamista niiden sitoessa ja varastoidessa hiiltä ilmakehästä. Metsät ovat yksi Suomen tärkeimmistä luonnonvaroista, minkä johdosta niihin kytkeytyy useita tavoitteita taloudellisen arvon varmistamisesta monimuotoisuuden turvaamiseen ja hiilen sitomisen lisäämiseen. Suomen metsistä suurin osa on yksityisten metsänomistajien omaisuutta. Siten yksityisten metsänomistajien preferenssit ja tavoitteet omistukselle on olennaista huomioida, jotta metsät saadaan kytkettyä myös osaksi ilmasto- ja ympäristöpolitiikan tavoitteita. Tässä tutkielmassa tarkastellaan metsänomistajien suhtautumista hiilen sitomisen ja varastoinnin lisäämiseen osana omien metsien hoitoa. Aineistona hyödynnetään vuonna 2019 kerättyä kyselyä, joka tuotettiin Suomalainen metsänomistaja 2020 - tutkimushankkeessa. Kysely sisälsi perusotoksen sekä kolme erityisteemoihin keskittyvää osaotosta. Yksi osaotoksista (n = 2250) keskittyi metsien käytön ja käsittelyn hyväksyttävyyteen, jossa kysyttiin metsänomistajien suhtautumista lisätä hiilen sitomista osassa omia metsiä korvausta vastaan. Näistä kysymyksistä tarkastellaan logistisen regression avulla metsänomistajien kiinnostusta myydä hiilensidontapalvelua suhteessa omistajien ja tilojen taustapiirteisiin. Lisäksi yleisellä tasolla havainnoidaan metsänomistajien suhtautumista toteuttaa hiilen sitomista ja varastointia edistäviä metsänhoidollisia toimenpiteitä sekä niiden potentiaalista ilmastovaikutusta. Yksityisistä metsänomistajista puolet suhtautuu myönteisesti hiilensidontapalvelun tuottamiseen omassa metsässä korvausta vastaan. Merkitsevinä tekijöinä metsänomistajien ja tilojen taustapiirteitä tarkasteltaessa nousivat esiin ikä, koulutus sekä vastaajan näkemys omasta metsästä hiilinieluna. Tarkastelluista hiilen sitomista ja varastointia lisäävistä metsänhoidollisista toimenpiteistä yleisesti myönteisimmin suhtaudutaan jatkuvaan kasvatukseen, josta on kiinnostunut selvästi yli puolet vastanneista. Toimenpiteiden ilmastovaikutuksia arvioitaessa oli turvemailla toteutettavalla jatkuvalla kasvatuksella suurin päästövähennyspotentiaali ja se on useiden metsänomistajien näkökulmasta kiinnostava keino ottaa käyttöön omissa metsissä, jos siitä saisi korvauksen. Kokonaisvaltainen kestävä kehitys on jatkossa yhä olennaisempi osa metsien hoitoa, minkä vuoksi onkin tärkeää havainnoida, miten erilaiset tavoitteet ovat yhteensovitettavissa. On olennaista tunnistaa, millaiset metsänomistajat ovat potentiaalisesti kiinnostuneita tuottamaan hiilensidontaa ja millaisin metsänhoitomenetelmin voidaan saavuttaa kustannustehokkaasti mahdollisimman suuri ilmastovaikutus. Päätöksenteossa ja neuvonnassa tulee huomioida yksityisten metsänomistajien erilaiset tavoitteet omistukselleen, heidän halukkuuteensa ja valmiutensa toteuttaa eri toimenpiteitä sekä toimenpiteiden houkuttelevuus ja tarkoituksenmukaisuus eri kasvupaikoilla.

(2018)Metsällä on vahva asema suomalaisessa yhteiskunnassa niin historiallisesti, taloudellisesti kuin kulttuurillisestikin. Metsällä on myös merkittävä rooli maapallon hiilen kierrossa, mikä tekee metsien hoidosta ja metsätaloudesta keskeisiä kysymyksiä kansainvälisessä ilmastopolitiikassa. Kesällä 2017 Suomessa käytiin laaja julkinen keskustelu Euroopan parlamentin tulevasta metsien käyttöä säätelevästä LULUCF-päätöksestä. Keskustelu tarjoaa mielenkiintoisen mahdollisuuden tutkia metsien, ilmastonmuutoksen ja suomalaisuuden suhdetta. Heinäkuussa 2017 Euroopan parlamentin ympäristövaliokunta teki ehdotuksen maankäytöstä, maankäytön muutoksesta ja metsätaloudesta (ns. LULUCF-sektori) aiheutuvien kasvihuonekaasujen päästöjen ja poistumien sisällyttämisestä EU:n ilmasto- ja energiapolitiikan puitteisiin. Esitys pohjasi komission aiempaa esitykseen ja sen tavoitteena oli panna täytäntöön Pariisin ilmastosopimuksen mukaiset velvoitteet hiilinielujen kasvattamisesta. Esitys koettiin Suomen metsäteollisuuden ja Suomen hallituksen parissa kohtelevan Suomen metsäsektoria epäoikeudenmukaisesti, sillä se uhkasi rajoittaa hallituksen tavoitetta lisätä metsähakkuita merkittävästi. Ympäristöjärjestöt sekä monet metsä- ja ilmastotutkijat kritisoivat tätä hallituksen tavoitetta voimakkaasti. Tämän tutkimuksen tavoitteena on diskurssianalyysin avulla selvittää, millaisia puhetapoja Euroopan parlamentin hiilinielupäätöksenteosta tehdyssä uutisoinnissa esiintyi kesän 2017 aikana. Erityisenä kiinnostuksen kohteena ovat eri toimijoiden valitsemat diskursiiviset strategiat ja kuinka valittujen puhetapojen avulla rakennettiin tukea omalle näkemykselle – pyrittiin oman puhetavan hegemonisointiin. Parlamentin hiilinielupäätöksentekoa käsittelevien uutisten diskurssianalyyttinen tarkastelu nostaa esiin kaksi valta-aseman saavuttanutta diskurssia. Käytän näistä hegemonisoituneista diskursseista nimiä metsäisen taistelun diskurssi ja eettisen metsätalouden diskurssi. Molemmissa diskursseissa Suomen hallituksen tavoite kasvattaa hakkuita näyttäytyi positiivisena. Tutkimusajanjakso ajoittui keskelle Suomen satavuotisjuhlavuotta. Tämän voidaan katsoa vaikuttaneen yhteiskunnalliseen keskusteluun helpottaen isänmaallisuutta korostavien diskurssien rakentamista. Molemmat hegemonisen aseman saavuttaneista diskursseista perustuivat isänmaallisuutta ja suomalaisia hyveitä painottavaan retoriikkaan. Tutkimus nosti esiin myös kaksi hakkuiden kasvattamiseen kriittisesti suhtautuvaa diskurssia. Ne eivät kuitenkaan saavuttaneet hegemonista valta-asemaa, eivätkä juuri kyenneet uhkaamaan valtadiskursseja. Näistä ei-hegemonisista diskursseista käytetään tässä tutkimuksessa nimiä ilmastokiireen diskurssi ja kansallisen itsekkyyden diskurssi. Molemmat nojaavat hegemonisia diskursseja vahvemmin tutkijoiden auktoriteettiin asiantuntijoina ja abstraktille tasolle jääneeseen argumentointiin ilmastonmuutoksen pysäyttämisen kiireellisyydestä. Näin ympäristönsuojelijoiden argumentaatio ei onnistunut vetoamaan suomalaisten tuntemuksiin yhtä voimakkaasti kuin hakkuiden kasvattamista tukevien toimijoiden retoriikka. Metsäteollisuuden etujärjestöt käyttävät merkittävää taloudellista ja poliittista valtaa Suomessa. Ympäristöjärjestöillä ja tutkijoilla ei ole käytössään vastaavaa valtaa. Tutkimuksen pohjalta tämä ei kuitenkaan täysin selitä sitä, että ympäristönsuojelijat eivät onnistuneet rakentamaan diskurssia, joka olisi pystynyt haastamaan metsähakkuiden kasvattamista tukevien diskurssien hegemonisoitumisen.
