    Investing in information and communication technology (ICT) tools and using them as part of teaching are a common topic of discussion considering Finnish school institute. The purpose of this literature review is to provide teachers or educators formal and informal views about using information and communications technology as part of teaching. The review looked at formal documents considering Finnish elementary school that gave reasoning to use information and communications technology as part of teaching. Social debate and research often reflect on the extent to which the use of information and communications technology should be invested in a Finnish elementary school. Reasoning to implement information and communications technology include skills that are needed in the future, supportive effect of ICT in learning the skills of learning, such as discovery learning, collaborate learning and motivation. The material of the literature review was mainly official documents concerning the Finnish elementary school, published by the Finnish National Board of Education, the Ministry of Education and Culture, the Ministry of Transport and Communication and the Government. In addition to official documents, the literature review used other sources and research addressed information and communication technology as part of the teaching. There are many pedagogical justifications to the use of information and communications technology as part of the teaching. It is impossible to predict the skills needed in the future, but it is possible to research the potential positive effects of ICT on learning how to support learning. According to research, the combination of competent pedagogical use of ICT along with functional electronic learning materials may result in better learning outcomes and improved learning skills, such as discovery learning, collaborate learning and improvement in motivation. However, technology and technological devices are developing rapidly, so research struggles to keep up when assessing the various possible ways to utilize ICT in teaching.
