    As the biggest international supporter of higher education at present, the World Bank influents heavily on its member country’s policies. Based on human capital theory, the theory of rates of return of investment in education was brought about. And based on the calculation of economic returns of different educational levels, and by analyzing the content of the Bank’s website, the Bank’s relevant documents as well as its work in China, together with a close look at the case of Bank’s work with IPRCC, through the research methodology of historical analysis, basic accounting and case study, this paper looked into how World Banks policies on Chinese higher education have developed over time, and found out the profiling of the World Bank of itself as Knowledge Bank experienced a process of disvalue higher education, focus on vocational education, gradually also look at other forms of higher education, then ‘knowledge bank’ role. And these anchoring as well as their following policies are visible in the case of China.
