This qualitative research project studies the issue of social policy implementation gap from the labour process perspective within the Korean context. The purpose of this thesis is to find out how shift workers in the Korean manufacturing industry feel that the short work hour policy has influenced their work life. Also, it asks what roles employers and their decisions on shift systems might play in the issue of policy discrepancy. The 20 interviewed data has been collected by semi-structured interviews with 26 employers and employees and analysed with thematic analysis method. The results suggest that the respondents felt the 52-hour workweek policy negatively influenced their work life largely due to a decrease in wages, an increase in labour costs, and structural power imbalances between small and large firms. Powered by the superior position, large firms expanded its managerial control and surveillance to smaller firms; therefore, it took the role of marring the effects of work hour reduction policy in the employer-employer relationship.
