    Dialogicality is an actual topic in pedagogical studies. Both in theoretical and ordinary speech, the term is often used as a synonym of discussion and interaction. The use of the concept, however, only seldom reveals the equivocal nature of the phenomenon. In pedagogical discourses, it is often difficult to discern the background conceptions or theories determining in each case the concept of dialogue. The aim of the present study is to address this challenge and help to clarify the situation by examining the various ways in which dialogicality has been understood in pedagogical studies in Finland in the 21st century. The research material consisted of 24 international research publications written in English. The material was first studied in relation to the notions and definitions of dialogicality put forward in them, and these were then analysed in the light of Hans-Georg Gadamer’s hermeneutical philosophy. The research questions to be answered were: 1. How is dialogicality defined in the pedagogical research in Finland during the las two decades 2. What do these conceptions reveal of the understanding of dialogicality, when related to Gadamer’s phenomenological-hermeneutical understanding of its nature? The research combines two different approaches: the material was organized with the method of systematic literature review and it was analysed through philosophical research. The study’s vantage point, and the theoretical framework directing its questioning, was constituted by the phenomenological-hermeneutical thought of Hans-Georg Gadamer. According to the results of the study, there are four central theoretical frameworks defining the research of dialogicality in the pedagogical research in Finland in the 21st century. Apparently, the studies are to a certain extent compatible with each other in their thematic content and in their descriptions of interconnected phenomena, but their ways of understanding the nature of dialogicality prove to be incommensurate. When analysed with the help of Gadamer’s hermeneutics, the research also shows itself as internally divided: the decisive differences are, firstly, whether dialogicality is understood as communication of knowledge, and secondly, whether dialogue is understood instrumentally as a method. With the help of Gadamer’s hermeneutical though, the study attempts to clarify the phenomenon of dialogue and to sharpen the required conceptual grasp and so to elaborate pedagogical research of dialogicality.

    The rise of Special education numbers in Finland has caused a situation where Finland's ten largest LEA's so called kymppikunnat (ten communes) have expressed their growing concern of organizing the special education in the current institutional settings. The LEA's started the conversation of redefining special education system in 2004. Their aim was to target the governments attention to the problematics of special education. By the request of the Ministry of Education the LEA's prepared a final report concerning the central questions in the Finnish special education system. On the basis of the LEA's survey it became even clearer that the legislation, funding system and curriculum are tightly linked together. The following LEA's took part into the writing process Espoo, Helsinki, Jyväskylä, Kuopio, Lahti, Lappeenranta, Tampere, Turku and Vantaa. The report was hand over to the Ministry of Education at 18.8.2006. After the delivery the Ministry organized special education development group meetings 17 times in the year 2007. The result of the LEA's report and the development meetings was a new Special Education Strategy 2007. I am observing the dialogue between administrational levels in governmental institutions change process. The research is a content analysis where I compare the "Erityistä tukea tarvitsevan oppilaan opetuksen järjestämisen uudistaminen osana yhtenäistä perusopetusta- kohti laatua ja joustavuutta" (The renewal of the organization of teaching for student with special educational needs as part of unified education for all - towards quality and flexibility) document to "Erityisopetuksen strategia" (Special education strategy) document. My aim was to find out how much of their own interests have the LEA's been able to integrate into the official governmental documentation. The data has been organized and analyzed quantitatively with Macros created as additional parts in Microsoft Excel software. The document material has also been arranged manually on sentence based categorization into an Excel matrix. The results have been theoretically viewed from the special education reform dialogue perspective, and from the angle of the change process of a bureaucratic institution. My target has been to provide a new viewpoint to the change of special education system as a bureaucratic institution. The education system has traditionally been understood as a machine bureaucracy. By the review provided in my pro gradu analysis it seems however that the administrational system in special education is more of a postmodern network bureaucracy than machine bureaucracy. The system appears to be constructed by overlapping, crossing and complex networks where things are been decided. These kinds of networks are called "governance networks . It seems that the governmental administrational - and politic levels, the third sector actors and other society's operators are mixed in decision making.

    Tämän tutkimuksen tarkoituksena oli dialogi-teorian näkökulmasta tarkastella verkkokeskusteluissa tapahtuvaa asiantuntijuuden kehittämistä. Tutkimuksen metodinen lähestymistapa on lähinnä keskustelunanalyyttinen ja siinä keskitytään pääasiallisesti verkkokeskustelujen dialogisen rakenteen ja etenemisen selvittämiseen.Dialogia keskustelumuotona käsittelevät teoriat sekä dialogin kehittymistä kuvaava neljän keskustelukentän teoria muodostavat tutkimuksen teoriataustan. Tutkimuksella pyrittiin vastaamaan seuraaviin kysymyksiin: 1. Missä keskustelukentissä asiantuntijuuden kehittäminen tapahtuu verkkokeskusteluissa? 2. Miten siirtyminen keskustelukenttien välillä tapahtuu? 3. Mitä dialogisia toimintatapoja verkkokeskusteluissa esiintyy? 4. Miten dialogin symmetria toteutuu verkkokeskusteluissa? 5. Minkälaisia tiimienvälisiä eroja verkkokeskusteluissa esiintyy keskustelukenttien, dialogisten toimintatapojen, dialogin symmetrian suhteen? Tutkimuksessa käytetty tutkimusmenetelmä rakennettiin aikaisempien verkossa tapahtuvan dialogin tutkimiseen käytettyjen menetelmien sekä dialogin kehittymistä kuvaavan keskustelukenttäteorian pohjalle. Tutkimuksen aineisto kerättiin johtamisen erikoisammattitutkintoon valmistavaan koulutukseen kuuluvista verkkokeskusteluista. Tutkimushenkilöt olivat sivistystoimenjohtajia, opetuspäälliköitä ja rehtoreita (12 naista, 12 miestä). Tutkimuksessa analysoitiin yhteensä 10 keskustelua, jotka sisälsivät 340 viestiä. Verkkokeskustelut jakautuivat koko koulutusryhmän keskusteluihin sekä koulutusryhmästä muodostettujen neljän eri tiiminkeskusteluihin. Tulokset osoittavat, että dialogin kehittymisen kannalta verkkokeskusteluissa eniten ongelmia aiheuttavat keskustelujen symmetrisyyden toteutuminen ja yhteisen ymmärryksen luominen. Erityisen vaikeaksi verkkokeskusteluissa osoittautui taustateorian mukaiseen luovaan, virtaavaan dialogiin pääseminen. Tutkimustulosten perusteella voidaan todeta, että asiantuntijuuden kehittämiseen pyrkivän, dialogi-teorianmukaisen verkkokeskustelun synnyttäminen on vaikeaa ja vaatii tietoista dialogin taitojen harjoittelemista.
